i was on the computer and i was nearly more than half way done with the page and then my computer wasn’t responding, could WordPress cause that or was it something else that caused it?

Can you place html layouts codes on wordpress. if so where can i get a simple layout, and how do i place it on there. Also is there anyway i can go premium and get there small bar at the top off my blog.
